
WWE’s creative structure has come into sharper focus following new comments that clarify how much influence TKO executives have behind the scenes. While TKO holds full authority over WWE following the merger with UFC, there has been ongoing discussion about who actually steps in when major changes are made.
Earlier this year, TKO President Mark Shapiro addressed the company’s control during a Q&A session, making it clear that the parent company has the power to act whenever it chooses. “I’ll kind of walk you through that. First of all, it has complete control, so we’re responsible.” He also explained how WWE’s business became more transparent over time, especially after going public and later merging under TKO. “Nobody knew. They knew it was successful and the brand was strong and it had a legion of fans, but they didn’t really know how the business worked and what it was making… Then Vince went public with WWE and then TKO was formed with UFC and WWE coming together.”

Despite that authority, Triple H continues to oversee WWE’s day-to-day creative direction. Sean Ross Sapp previously noted that Paul Levesque remains in charge of weekly booking decisions and is not being restricted on most storylines. “Well, they do have full control if they want to, but Triple H runs the day to day and week to week creative. Like, there’s a lot of people that seem to be letting Triple H off the hook for bad creative. I keep saying this. He is not being impeded on when it comes to the Women’s United States title booking or the booking of the tag team wrestling or mostly anything else.”
However, TKO’s influence tends to become more visible during major moments, particularly around WrestleMania season. Sapp explained that unexpected changes or sudden creative shifts can often signal involvement from higher-level executives. “TKO gets involved around like WrestleMania an awful lot. As we’ve seen. If they want something to happen, it will happen. They do have that control. And a lot of times when something happens out of left field, that’s generally what it is. Like it’s something like that. But Triple H still runs creative.”
During a July 5, 2026 Fightful Select Q&A, Sapp identified the specific figures within TKO who hold that authority. He emphasized that the company is not micromanaging every segment or storyline, but when decisions are made, they come from the top. “They’re not like micromanaging everything. It’s always the very top guys. It’s Mark Shapiro and Ari Emanuel. They’re the ones with the power and the authority to do all that.”
He added that WWE creative sources have indicated that sudden, unexpected booking decisions are often tied to that level of involvement. “That’s really about it. From what I’ve heard. People in Creative told me if something ever happens like out of left field, that’s probably why.”
Sapp reiterated that Triple H still controls the overall creative process, even with TKO’s authority in place. “But they’re not micromanaging every little thing. That’s just not the reality of the situation that’s going on there.”
There have also been instances where TKO-driven changes have not been well received. Sapp pointed to certain appearances and integrations as examples. “Have they been involved in changing some stuff and especially for the worst? Yeah, they have. When The Rock keeps getting shoehorned in and when Pat McAfee gets shoehorned in and all this weird stuff. Yeah, that’s usually TKO doing some like that.”
The current structure leaves WWE creative with a clear hierarchy. Triple H remains in charge of the weekly product, but TKO leadership, including Mark Shapiro and Ari Emanuel, can step in at any time and direct changes when necessary.
