“The reason those matches aren’t happening is because your Ladder Match winner is in one of those matches. You can’t have Charlotte vs. Jade if you want Charlotte to become the interim champion.”

The explanation suggests that WWE avoided booking certain singles matches to protect the outcome of the ladder match. If either Charlotte Flair or Jade Cargill is planned to win the Interim WWE Women’s Championship, placing them in a one-on-one match beforehand could have complicated that direction.
